Coni Nepomuceno

Spanish-speaking Engagement Liaison

Coni Nepomuceno is a bilingual parent educator, disability rights advocate, skilled liaison, and project manager with over 12 years of experience supporting families and individuals with intellectual and developmental disabilities (IDD). She strives to foster collaboration among community organizations, state agencies, and advocates to build stronger, more inclusive systems. Her work centers on advancing equity, accessibility, and culturally responsive engagement across Maryland’s disability service systems.

Coni currently works in the special education system of Montgomery County Public Schools and serves as a freelance Spanish translator for disability organizations. She is actively involved in several statewide disabilities’ coalitions. She previously served as Co-Chair of the World Down Syndrome Day Celebration Committee and the Maryland Autism Acceptance Day Celebration Coalition, where she collaborated with nonprofit leaders, state agencies, and self-advocates to elevate disability voices and drive systemic change. Coni helped establish the Maryland Autism Acceptance Day Celebration to promote autism acceptance, improve safety outcomes, and connect families with legislative advocates.

Additionally, Coni served as the Director of Family Programs and Outreach at The Arc Maryland, where she co-led several statewide initiatives including the Maryland Partners in Policymaking® program, SpArc Tank, MCSSP-IDD, and the Parent 2 Parent program. She played a key role in launching cross-organization efforts that have continued to strengthen community partnerships and policy engagement across the state.

Coni’s advocacy is deeply personal—she is the mother of two children, one of whom is on the autism spectrum. Her journey as a parent inspired her to transform her challenges into purpose, dedicating her career to helping families like hers navigate complex systems, access support, and advocate for a more inclusive world. She is passionate about connecting underserved communities, especially Spanish-speaking families, to critical information and services.

She is a graduate of the Maryland Partners in Policymaking® program, a former Co-Chair of the Montgomery County Special Education Advisory Committee (SEAC), and a former Commissioner on the Montgomery County Commission on People with Disabilities. Coni is fluent in English and Spanish.
